At last Health department has woken from deep slumber, retrieved unutilized ventilators
*If Director Health Services Jammu has done one month earlier many lives could have saved from Covid-19.
*There is dire need to revamp the Health & Medical Education department as the present officials are less incompetent or they are on their job.

‘Better late never’ this is fit saying in the case of Health & Medical Education Department, Jammu & Kashmir under the guidance of Mr Atal Dulloo IAS Financial Commissioner has came out from the deep slumber when ‘Jammu Jottings’ has published a news item that hundreds of ventilators have been dumped to get perish or to be get scrap.
The Director Health Services Jammu immediate came in action after the news item published and exposed her failures, and she hurriedly dropped a letter to Managing Director, JKMSCL Jammu vide letter No DHSJ/COVID-19/2139-51 dated 11-05-2021 with a subject ‘Lending of ventilators received under PM Cares to tied over Covid crisis.’ Prior to the publishing of news item, the entire department was sleeping inebriated, besides least bother for the patients’ lives. Had she taken this step one month earlier so many precious could have saved but she was on callous grid?
The news was focused to save the covid infected patients who are dying and death toll is increasing with each passing in Jammu and the reports were pouring in the office were indicative that due to scarcity of ventilators in ICU the deaths are going on and to arrest the deaths more ventilators are needed.
Keeping in mind this, I worked on this subject and came to know that there are near about 90 blocks of Health department and maximum blocks were provided good numbers of ventilators in 2020 year to give a resist to Covid-19. But the department has played the game like a child that too without applying the mind. The state higher authorities of Health & Medical Education Jammu & Kashmir Government have been proven ineffective and incapable as they provided Ventilators to Sub District Hospitals i.e. to each blocks but they forget that only ventilators would not work and a complete staff is needed for operating the ventilator wards.
The sitting Director Health Services Jammu has utterly failed to run the department as it has been noticed that she is working half-hearty and to give a fillip to the department a new Director may be appointed so that in Jammu province health department may regain its lost glory.
Whatever, the health institutions need beside the ventilators included infrastructure skilled manpower like Anaesthesiologist, anaesthesia technician, nursing staff, pharmacist, Nursing orderly, safai-karamchari, round the clock, oxygen manifold and other things to run the Ventilator ward.
But nothing was provided except ventilators, which clearly indicates that the intention of the higher officers is unfair and they want to pursue the object of an old saying “Look busy, do nothing.”
In her letter she directed seven health institutes to handover 29 ventilators to concerned authorities under proper receipt. The health institutes included Government Hospital Sarwal -04, CHC Akhnoor-06, AH Chowki Choura -03, CHC RS Pura -02, CHC Jouroian -05, CHC Sohanjana -05 and CHC Khour 04 total 29 ventilators. She mentioned in her letter that she was directed by higher authorities, she has no objection to hand over the said ventilators to save the lives.
The question arising that why higher authority was in deep slumber and in the condition of inebriated and this work of handover of ventilators may be done long ago and had saved many lives.
It is pertinent to mention that yesterday I spoke to Mr Atal Dullo and make him understand about the seriousness of the situation and proper utilization of the ventilators for saving the human lives in this pandemic and so today he directed the Director to handover the ventilators to save the human lives.
