Delay in initiating inquiry gives ample chances to nexus
*One of the Forest officials on the condition of anonymity has agreed that the scandal of illegal felling of Khair trees in Maira Mandrian is worth of crores of rupees and maximum officers are involved.
*The role of Patwari Jagdish Kumar is very dubious as he played the role of kingpin of in the nexus and he knew each and everything of this scandal. He can tell each and everything if he remanded.
*Why the higher officers of Forest department are shying in handing over the inquiry to CBI or Crime Branch so that real culprits may be booked or they have some role in this scandal.

‘Justice delayed is justice denied’- It is an old saying and it is perfect but who will tell this higher officials of Forest department so that they may wake up from deep slumber.
The illegal felling of Khair trees worth of crores of rupees in Maira Mandrian has been taken lightly by the senior officers of Forest, Ecology and Environment Department of Jammu & Kashmir Government as the issue has hit headlines of newspapers and people of the locality also worried about the nexus operating in the area for smuggling of green golden.
Let me elaborate you that what kind of nexus is operating the locality. The nexus of included senior officials of Forest, senior officials of Revenue department and local contractor besides some agents who are working as henchmen of the officials and instrumental in fixing the corruption rates and collecting the bribe.
The revenue department has to play a vital role in granting permission to the applicants who wanted to seek the permission to cut the trees but the applicant has to pay hefty amount as a bribe to Revenue officials for getting their application and file verified. The major role has been played by one Jagdish Sharma who was having the charge of two Patwars and in these two Patwars the maximum permissions were granted.
The role of Patwari Jagdish Sharma is very dubious and it seems that he was the man who was in focus in the nexus. He knows the entire scam of illegal felling of Khair trees which is of worth crore of rupees and he must be investigated to ascertain the facts.
The revenue department works on the report of Patwari and it is the basic report as the record is entirely lying with the concerned Patwari and no one has the record lying with him, which is one of the weakest points of Revenue Department and gives power and opportunity to Patwari for plundering the system.
Today I talked with the Chief Conservator of Forest Jammu on his mobile, he told that me that he has received directions from the Principal Chief Conservator of Forest, Jammu & Kashmir to initiate an inquiry and from Tuesday, he will initiate. Though he has not divulge the mode of inquiry that he would himself initiate the inquiry or approach top the CBI or Crime Branch for holding the enquiry.
Some of the revenue officials have told that they have no expertise in holding the inquiry and if government wanted to have an inquiry must handover the case to CBI or Crime Branch but let we see in which way the wind blows. The departmental inquiry never seen the light and so it is mandatory for an officer to handover the inquiry to the CBI or Crime Branch, if the officer himself is not involved.
