Those Patwaris who issued Farad of Gair Mumkin Jaad be fired out
*Two Patwaris have created very mess in the department as they were posted in Bhalwal Tehsil.
*One of the above said Patwaris has done big frauds on the people and people have filed a complained with Vigilance in 2019 as he deceitfully changed the qism of land, which was not in his domain.
*They are taking them a ride with an opinion that whosoever officer would be appointed as enquiry officer and they will influence the enquiry with their money power.
*They are so well connected with higher ups that they manage their postings as per their convenience and minting money.

Is issuing of Farad of Gair Mumkin Khad and Gair Mumkin Jaad not a crime and against the law of land? Why those Patwari are being posted on Patwar to execute the work and why not they are attached with head office only for attendance and other works? Why such patwaris are not ousted from the active services and forcibly retired as a sort of punishment and to save the prestige of the Revenue Department? Only such a few wicked and corrupt Patwaris are bringing down the image of the entire department, so they must be identified, isolated and fired from the department, to save the entire department. They are like parasite and black sheep not only for Revenue Department but for the entire administration.
The issuance of Farad of Gair Mumkin Khad and Gair Mumkin Jaad is completely banned but some patwaris those who are posted at tehsil Balwal have misused and abused their official position and issued several Farad of Gair Mumkin Khad and Gair Mumkin Jaad, which is itself a mockery and should be plugged. Even, the then Financial Commissioner Revenue, Jammu & Kashmir Government, Dr Pawan Kotwal IAS has issued a circular vide his office no Circular No 03 – FCR of 2019 dated 30-12-2019.
The patwairs who have issued the Farad of Gair Mumkin Khad and Gair Mumkin Jaad are criminal of the law of land as they have openly violated the law, which has been enacted by the government and under the same law they have been authorised to issue the Farad.
In Circular No 3 – FCR of 2019, the FCR reminded the revenue officers, “This is to reiterate that the ownership rights over ‘Forest Lands (Gair Mumkin Jungle)’ and ‘Wooded Wastes (Gair Mumkin Jaad)’ defined under section 2 (a) (v) of the Jammu & Kashmir Big Landed Estates Abolition Act Svt. 2007 stand extinguished under the Proviso to the Section 4 of the said Act. Such lands have escheated to the State under law and thus are State (Government) lands and no transfer, alienation or partition of such lands or of any rights therein can be done. The revenue officials/officers concerned are duty bound for effecting the entry of such escheated lands in favour of State in the relevant revenue records, if not done already, to prevent their illegal transfer, alienation or partition.”
This is the first para of the Circular No 3 – FCR of 2019 dated 30-12-2019, which is like reminder to the revenue officers that no one can issue the Farad of Gair Mumkin Jaad and Gair Mumkin Khad.
Now the issue is that those who issued the Farad of Gair Mumkin Jaad and Gair Mumkin Khad after year 2012 are liable to be booked under law and should be fired from the department immediately.
