Transfer policy in Department of Skill Development J&K in shambles
*There are four persons controlling the Department of Skill Development including Lt Governor Manoj Sinha, Advisor to LG Rajeev Rai Bhatnagar, Principal Secretary Dr Asgar Hassan Samoon IAS and Director Sajad Hussain Ganai KAS.
*I know about the three personalities as they are genuine but I will clearly say that I do not know much about the Director Sajad Hussain Ganai KAS.
*Here Dr Asgar Hassan Samoon has to work effetely to break the monopoly of some officers, who may be or may not be skilled in theit profession but they are skilled in getting prize postings.

The Department of Skill Development was created to enhance the skill among the youths of Jammu & Kashmir so that they can earn their livelihood and survive but in this department some of the staff members have developed their skills to retain in important office, but some genuine officials are discharging their duties in far-flung areas that too in those institutions which are under construction and lacking of basic infrastructure.
It is pertinent to mention that yesterday I tried to reveal that how some influential officials are ruling the roost retaining their position on Jammu and Srinagar District today we came with more information in this regard. These two institutions of Jammu & Srinagar are very prestigious, well established and long standing institutions, and every officials have the choice to work in these institutions during their service periods but only few have developed the skill to retain in these institutions like Principal of Jammu Polytechnic, who has served here for a long time.
In Jammu Kashmir, there is Board of Technical Education which also comes under Department of Skill Development the violations are more serious as in SBOTE as there are many senior officials have managed their stay for many years the reasons and interests better know to them. Two of them are from Mechanical Engineering department are stick to their chairs from last more than 10 years.
One who is senior officer was once a demonstrator in Mechanical Engineering Department and than he was transferred to SBOTE with other designation where he settled in such a way that he got his promotion there as a lecturer and became senior most officer in SBOTE also. He was never transferred from SBOTE in last more than 15years.
There are much cases of the same nature, which I will spill the beans one by one and you will be astonished to see that how they have managed there postings. I will categorically say that these officers must be investigated by some investigating agency to ascertain the facts and the reason for what they are dying to remain on the same post. There are unconfirmed reports that Deputy Registrar in JKSBOTE is also of similar kind he is too from mechanical stream but he opted better signing marks cards than teaching. He is also there from more than 10 years.
The most intriguing characters are those who came from nowhere as temporary employees. As per our sources when they joined they do not fulfill criteria for the post they are working. But by a magical band they were regularized leaving all service rules aside.
I promise you that I will dig all the sections from the cupboard of the Department of Skill Development and Board of technical education and with each passing I will stamp out the skilled player one by one and take wickets.
