The ingression by the revenue doyens at that time was an imperious one and the land grabbers and encroachers were on an audacious scramble to keep hunting for lands and mowing the trees so that the Sivalik Hills could be decimated and lands put off for sale. This was nothing new since the whole thing started a long time back. After all locales what are called as posh colonies now like Gandhi Nagar, Trikuta Nagar, Channi Himmat, Narwal, Sunjwan, Chowadhi, Sanik Colony were nothing else other than Jungles. Complications of the Qisms are variable and some unheard by modern day generations but let us be practical, land bartering and land take over’s began a long time back when Persian or Urdu was the only language that could be read. Great to speak and hear but dreadful in documents especially those on papers called as stamped. In any case a dead man’s thumb and signatures do not matter in this technology loaded world, in J&K we are still groping to know which land belonged to our ancestors. This one happens to be Qism Jarhs where original inhabitants have been rolled off, plenty of money has been invested, plenty given away and that too at the cost of what we called as State before and now UT. The name still is Jammu and Kashmir smudged and defaced by one singular line called as ‘grab the land, money will come in automatically’.
In past our government’s job wasn’t to keep election promises, it was to bow to the money and keep us working. It was a mistake to elect representatives and sit back while they got on with it. They were corrupted before the ballots were cast or otherwise they would not have got the ticket to contest. They were too bamboozled with lobbyists and dazzled by greed to see daylight let alone the big picture. The state would burn before they made any difference at all. They never did? I read a good quote recently, In the age of information, ignorance is a choice. It is so true? I got to admit, when I read that one I felt like a teenager who’s hit twenty one and sees their parents in a whole new light. I could hear my inner deep saying, When did they get so smart? The revenue officials of the then Niabat Bhalwal, to be exact four Patwaris and one Niab Tehsildar carried out a land heist for sure but they could not have done it all alone.
Ring Road was a multi crore project and the center in New Delhi always wanted the surface communication to be top notch all the way. Moreover the status of the state had changed to a Union Territory and it was an obvious thing that the whole diagrammatic interpretation as far as demography was bound to change. With not so much play way remaining it had to be the Qism Jarhs and the Qism Khuds that were to be targeted and they were? Obviously nothing can move without the Government in place. If that is the case then it has to be someone from the Government who has to be involved. Seven choices here, politicians, Bureaucrats, Police officials, businessmen, influential, lower revenue department officials or their sponsored specimens in form of land mafia. Sordidly speaking the eighth one does not exist. That is what happened in Upper Kote, Kangar Morh and areas adjacent to Ring Road. Will the state allow such massive chunks of land go waste? It has to be Divisional Commissioner Sanjeev Verma who has to maximize his homework or spade work here! This situation would not have never arisen had the state been more strict but the Niab Tehsildar and the Four Patwaris had gone berserk and they have the audacity to say that they can stop any inquiry?
But will they be able to stop the one in which CBI gets involved? If Revenue Department UT J&K conducts it noting productive will emerge. At max the work can be stopped but nothing further will move. If so far it has not then how can it move any further? None of the category of officials I have stated above are poor and with the salaries they get they can not live affluent lives. It is all money made on corruption they survive and thus these Qism Gair Mumkin Jarhs are under their screws. These deals are not in Lakhs by the way? These are worth in crores. But this can only be found out if a Central Agency gets to the business and this one is terrible one where a state has been looted bya handful of individuals. I cannot be more straight than this! And in any case this is not a dead weight synopsis of the entire Gair Mumkin Jarh land grab in this part of Jammu. Trust me it is not!
Jungles are being decimated, solutions are still there, everything depends upon Forest, Revenue and Police Department, add to this Jungle land mafia and Timber Gang Lords. This is not a quixotic equation! Yes some action has been taken by the administration in the jungles of Upper Kote but more is required! A drive has to be initiated so that the Sivaliks can be saved. As such the tree cover has gone with the wind due to the hacking of the trees by the men with, axes, shovels and saws!
The jungle land mafia has to be under the screws! They have to be saved since environmental disasters in future are a major concern today but for land grabbers it is not the case. This commodity should be put at a distance and only Tehsil Bhalwal can do it. Parasites in form of humans devastating the host Sivalik hills! The gang of land runners has been continuously on the move and the only way to stop them is to chain them. For the moment Tehsildar Bhalwal and SDM North have failed to do that. The question is why? The extent of Sivalik forest land is declining and that is an alarming scenario! Trees have been vanquished, the vegetation has been uprooted, the courses of seasonal channels have been changed and the created land is being put up for sale! What is Tehsildar Bhalwal and SDM North doing about it? A lot of people ask, Do you think humans are parasites? It’s an interesting idea and one worth thinking about. People casually refer to humanity as a virus spreading across the earth. In fact, we do look like some strange kind of bio-film spreading across the landscape. A good metaphor? If the biosphere is our host, we do use it up for our own benefit. We do manipulate it. We alter the flows and fluxes of elements like carbon and nitrogen to benefit ourselves—often at the expense of the biosphere as a whole. Parasites are very sophisticated; parasites are highly evolved; parasites are very successful, as reflected in their diversity. Humans are not very good parasites. Successful parasites do a very good job of balancing—using up their hosts and keeping them alive. It’s all a question of tuning the adaptation to your particular host. In our case, we have only one host, so we have to be particularly careful. In Sivaliks there are people with only one adjective and that is decimation of forests. Check it out before it’s too late!
