- The overstaying process must be demolished in every department but in School Education Department one Deputy Secretary is having different view over it.
- This matter should be enquired by some committee as CEO Rajouri and Deputy Secretary Mukhtar Ahmed KAS are on logger head.
- To transfer overstaying teachers must be appreciated by higher authorities but why Deputy Secretary Mukhtar Ahmed KAS not liking it and tried to halt the process.

Jammu/Rajouri, Nov 07: Why the Deputy Secretary to the Government, School Education Department Mukhtar Ahmed KAS has issued a frivolous order vide Government Order No 1548-Edu of 2021 dated 06-11-2021 on Saturday, when there is no transfer order has been issued within last 15 days to his order? What was the intention of Deputy Secretary to the Government, School Education Department Mukhtar Ahmed KAS behind issuing this frivolous order? Why the Deputy Secretary to the Government, School Education Department Mukhtar Ahmed KAS ordered the enquiry into the transfer orders issued by CEO Rajouri for last fifteen days i.e. from 22-10-2021 to onward, whereas during this period no transfer order has been issued? What was so emergency in this case that Deputy Secretary to the Government, School Education Department Mukhtar Ahmed KAS has issued another order vide Government Order No 1549-Eduof 2021 dated 07-11-2021 on Sunday? Why he kept in abeyance the transfer orders issued by CEO Rajouri on 16-10-2021 ab-initio, when 230 teachers out of 234 teachers have joined their place of postings and withdrew the salary of month of October from the new place of postings? These are very tough and uncomfortable questions for Deputy Secretary to the Government, School Education Department Mukhtar Ahmed KAS to answer as people of Jammu & Kashmir UT wanted to know.
The Chief Education Officers are authorized to transfer the teachers who are overstaying on the same place of postings and it is prerogative of the CEOs. The General Administrative Department of Jammu & Kashmir Government ordered vide his office order No GAD-ADMOIII/13/2021-02-GAD dated 13-09-2021 to avoid overstay strictly but Deputy Secretary to the Government, School Education Department Mukhtar Ahmed KAS is not adhering this order.
On 16-10-2021, the Chief Education Officer Rajouri has order the transfers of 234 teachers from hard zone to soft zone. 117 teachers were sent to hard zone and 117 teachers were shifted from hard zone to soft zone. Out of 234 teachers, 230 teachers have joined the new place of postings and withdrew their salary from new place of posting. There was no hue and cry and since 16-10-2021 everything was moving normal in concern of School Education Department of Rajouri. On November 01, the Chief Education Officer Rajouri has issued a tentative Transfer List of Teachers District Cadre Rajouri vide his office No CEOR/E2/30881 dated 01-11-2021 under ATD 2021 for calling objections (if any) through Google form to regulate the process as there are very long overstaying teachers like Mohd Yakhyia who is working at one place at MPS Tundla Kalakote for last 29 years and he was transferred to MPS Jatta Mallian. There are several other cases who are working at same places including Afaq Ahmed BHSS Thannamandi overstaying period is 8 yrs, Mohd Ayaz Raina working in BHSS Thannamandi for last 9 years and Tariq Mehmood Lecturer GHSS Planghar. There are several examples of overstaying in the Rajourin district but Deputy Secretary to the Government, School Education Department Mukhtar Ahmed KAS is comfortable with all these overstaying teachers.
The Deputy Secretary to the Government, School Education Department Mukhtar Ahmed KAS in orders issued on Saturday & Sunday has kept in abeyance 50 transfer orders issued on 16-10-2021 of 234 teachers from hard zones to soft zone & the tentative transfer list of 951 teachers, district cadre Rajouri issued on 1/11/21 for calling objections (if any) by Chief Education Officer (CEO) Rajouri.
The order of Deputy Secretary to the Government, School Education Department Mukhtar Ahmed KAS has also directed the Director School Education, Jammu to conduct the inquiry into the matter and asked to submit the inquiry report within 7 days to the Administrative Department along with all relevant documents.
The inquiry, as per order, to know whether the transfers were made by the Chief Education Officer Rajouri are covered under the transfer policy of the School Education Department.
Ch. Gulazar Hussain, CEO when contacted said that under his October 16 order 234 teachers were transferred and adjusted from hard zones to soft zone and vice versa.
“Out of 234 there were only four objections and 230 have joined their places of posting and have also got their salaries as per reports from the concerned Zonal Education Officers (ZEOs). All these transfers were made under the guidelines of Annual Transfer Drive (ATD),” said CEO.
He added the Government has kept in abeyance his tentative transfer list that was uploaded on the social media network (whatsApp) for objections.
According to CEO as for as transfers are concerned under soft zones his office has received than 951 applications for transfers out of which about 375 applications were considered and accordingly a tentative transfer list of the general line teachers (district cadre) has been framed and uploaded in social media (WhatsApp/emails of ZEOs for calling objections (if any) along with documentary proof by or before 7th of November.
“More than ninety percent of people have appreciated the proposed transfers (in the tentative list). But few, who are serving at one place between 6-29 years and those having political backgrounds has approached the higher authorities” said CEO.
“Even a retired Principal, who is facing an FIR for his wrongdoing, including destroying school records, came to my residence and threatened me before my family as his daughter was not proposed for transfer at the place of his choice,” said Ch Gulzar Hussain, CEO.
