Tehsildar Bishnah is mighty than DC Jammu!
- It is very sad part of the story that DC Jammu has to issue a ‘Meeting Notice’ to review the implementation of his previous order, it is only due to lacklustre attitude of Tehsildar Bishnah.
- May be DC Jammu impose some type of penalty on Tehsildar Bishnah for not obeying his order within the timeframe of 14 days as he has fixed.
- The time period of 14 days was much enough but Tehsidlar Bishnah is mighty than DC Jammu.

Jammu, Oct 26: After waiting 47 days for non-implementation of his order in case of restoration of Gair Mumkin Rasta in Bishnah Khasra No 289, the Deputy Commissioner Jammu has issued another order No DCJ/GGC/2021-22/907-11 dated 25-10-21, to have a meeting to review the implementation of his previous order No DCJ/S/Gair-Mumkin Chappri/2021-22/2763-68 dated 08-09-2021.
The Deputy Commissioner Jammu Mr Anshul Garg IAS has waiting long 47 days that may be Tehsidar Bishnah would have a little respect for the office of Deputy Commissioner Jammu which is the head office of Jammu district but Tehsildar Bishnah not respected the order and even not bothered to move an inch n this regard.
The issue was very serious in nature as some people in an organized way trying to illegally occupy the Gair Mumkin Chappri and Gair Mumkin Rasta for their personal benefit and one person has raised the voice against the nexus as the nexus included many government officers of Horticulture, Planning and Marketing Jammu, top man of Municipal Committee of Bishnah and others. They were trying to illegal shops on the land in question and they have carried the construction work of illegal shops during the night when there was nigh curfew and restrictions after 7 pm due to Covid-19.
The new ‘Meeting Notice’ of office of the Deputy Commissioner Jammu read as under: “Deputy Commissioner, Jammu has desired to hold the review of implementation of above stated order. In this connection, I am directed to request the following officers to make it convenient to attend the meeting in the office chamber of Deputy Commissioner Jammu on 27-10-2021 at 5 p.m. in person. 1, Joint Director Horticulture, Planning and Marketing Jammu, 2. Sub Divisional Magistrate Jammu South, 3. Tehsildar Bishnah and 4. Executive Officer Municipal Committee Bishnah.” The order was signed by Mohit Gupta Tehsildar HQA to Deputy Commissioner Jammu and the copies were sent to all the four officers mentioned above and pne copy sent to PA to Deputy Commissioner Jammu for information of the Deputy Commissioner.
Let me explain about the subject of the order- “Subject: Review of implementation of order issued from the court of Deputy Commissioner Jammu vide No, DCJ/S/Gair-Mumkin Chappri/2021-22/2763-68 dated 08-09-2921.”
The real issue is that the Tehsildar Bishnah has done his job and not implemented the order of of the Deputy Commissioner Jammu in which it was clearly stated to restore the original position of the Gair Mumkin Rasta of Khasra No 289 in Bishnah. It seems that the tehsidar Bishnah is obeying the orders from the other corner and so he not honoured the orders of Deputy Commissioner Jammu after the lapse of 47 days.
The Deputy Commissioner Jammu in his ordered clearly mentioned to restore the original position of Gair Mumkin Rasta Khasra No 289 Bishnah in both ways on spot as well as in the revenue record within 02 weeks. The word ‘within’ has been used by the Deputy Commissioner Jammu to send a clear message that it could not go beyond the 14 days as it could be in 13 days but not in 15 days in any condition but Tehsildar Bishnah crossed the limits and he not bothered to implement the order even passing of 47 days.
