SDM North tries his best to save corrupt Patwari but remain totally unsuccessful
*Why not the photocopy of Court order has been annexed as it has been mentioned in the enquiry report?
*Who will bridle the corrupt Patwari as he can influence any officer as per his choices?
*In the enquiry report there are four please and all are contrary to each other, which clearly speaks that this case must be enquired by CBI.
*The meaning of ‘Reiterate’ is very clear that it is again and again said, but the SDM has its own English and he can do so as he has to save a corrupt patwari.

Why Pawan Kotwal Sub Divisional Magistrate Jammu North tried to mislead the office of Deputy Commissioner Jammu in the case of frauds done by Patwari Pranav Dev Singh? Why Pawan Kotwal Sub Divisional Magistrate Jammu North tried to give unsubstantiated plea, which has no proof or an iota of proof? Why Pawan Kotwal Sub Divisional Magistrate Jammu North tried to defend the indefensible corrupt Patwari Pranb Dev Singh? Why Pawan Kotwal Sub Divisional Magistrate Jammu North has not put the despatch number of office of teshsildar Bhalwal from whom he collected the information? These are the some uncomfortable questions for the Pawan Kotwal Sub Divisional Magistrate Jammu North to answer it to ascertain the facts and these questions are irritating in the mind of people.
A complaint was lodged with the Divisional Commissioner Jammu about an errant Patwari Pranav Dev Singh who has issued the Farad intkhab of kism Jarh illegally wreaking permanent loss to the state ecology and environment, besides the floods in Jammu and its periphery is the outcome of such illegal acts done of the revenue officials and in this list Pranav Dev Singh is significant. The complaint was based on facts and figures as it was annexed with all documentary evidences for ready references but there was a deliberate attempt to derail the enquiry process and to misrepresent the facts. Let me tell you serial wise as the reply to enquiry has been furnished by Pawan Kotwal Sub Divisional Magistrate Jammu North vide his letter No SDM/JN/Comp/21-22/37-38 dated 27-07-2021 and in the first para of his reply he has not mention the despatch No of concern tehsildar from whom he has asked to report. He said in his reply he said that all the Farads Intkhab have been compared by the Girdwar and attested by the concerned naib tehsildar but the complainant never meant to ask that they illegal issued Farad Intkhabs by Paranb Dev Singh were not attested or not compared, but the core issue was that issuance of farad Intkhab was itself illegal and manipulated as the Farad cannot be issued of Gair Mumkin Jhar.
In the second para he unsuccessfully tried to save the corrupt patwari Parnav Dev Singh by saying that the Farad Intikhab of Gair Mumkin Jhar were issued as per the guidelines laid down by Revenue department but he again tried to play smartly to save the corrupt Patwari and the reason better known the SDM Pawan Kotwal by not mentioning the order number of revenue guidelines which he tried to mention,. Without mentioning the order No it means there is no such order or guideline but only an attempt to save the corrupt patwari. The question arises what influence has worked on SDM Pawan Kotwal for which he is compelled to save the corrupt patwari. No doubt Patwari Paranav Dev Singh has much money and can influence any office by the power of his money. Power of money can do anything and here in the case of corrupt patwari may be it has worked or not but there is something fishy.
In other excuse the reply said that the Farads Intikhab were issued in accordance with the judgement passed by the High Court Registrar (Pr District judge) Jammu in the case of titled Suraj Parkash son of Dheru Ram R/o village Kote, Tehsil jammu V/s the Jammu Cooperative Tourism and House Building Development Cooperatve Society Ltd Jammu (Copy enclosed). One can see how smartly played Mr Pawan Kotwal neither he mentioned the number and date of the case nor he enclosed the photo copy, which is open lie to Deputy Commissioner Jammu and to the land of law even you can say that he lied to Lt Governor of J&K.
In another attempt to save the corrupt patwari Paranv Dev Singh, the SDM mentioned that the corrupt Patwari was posted in Patwar Halqa with effect from 29-05-2017 to 14-12-2019 and the circular instructions were issued by the Financial Commissioner (Rev) J&K 03-FCR of 2019 dated 30-12-2019, which clears the fact that no violation of the said circular has been found. Now the real issue that the perhaps SDM could not understand the English of Financial Commissioner (Rev) J&K or he is inclined to save the corrupt patwari for his personal gains. Let me clarify here that the circular issued by issued by the Financial Commissioner (Rev) J&K 03-FCR of 2019 dated 30-12-2019 is a reminder and not the original order. The first word of the said circular is ‘This is to reiterate’ and SDM must go to any teacher and know the meaning of ‘reiterate’.
The SDM has given four please to save the corrupt patwari but all the please are contradictory and falsify the facts and figures and hence the matter should be re-enquired by honest officer and not from SDM Jammu North.
