Revenue department is helpless before corrupt patwaris, naib-tehsildars
*They are the real rulers and the senior officers including Deputy Commissioners, Divisional Commissioner, Financial Commissioner Revenue and even Lt Governor are very weak and meek before them.
*They have sold the banned land including Jaad and other kind of land but no one dare to ask them or enquire them, either they are involved or they are so meek.
*The question is here that who will nail these corrupt patwaris as one of them remained in Bhalwal Tehsil in 2018 and now he is in Sidhara. He is not the only one but there is a army of corrupt patwaris.
*Sidhra Patwari has made a gang of corrupt revenue officials including three more Patwaris & one Naib Tehsildar and these five gangsters have done all illegalities in revenue department.
*The Deputy Commissioner Jammu and Divisional Commissioner Jammu both are believed to be energetic and honest officers but they must act accordingly on the corrupt Patwaris and Naib-Tehsildar so that people may believe that both in reality are honest.
*Jammu Jottings is determined to expose the corrupt revenue officers and with each passing day making startling revelations in context of corruption in revenue department.
*We are receiving threats with each passing as the corrupt coterie is hell bent to wreak any kind of assault including physical assault to me and my staff members and it will be the responsibility of administration and revenue department.

Why is Sidhara Patwari so undaunted? Why Sidhara Patwari does not care for the administration? Why Sidhara Patwari so berserk over illegalities? Why Sidhara Patwari have no fear of LG? Why Sidhara Patwari does not care for Principal Secretary Shaleen Kabra? Why Sidhara Patwari is so daring that everyone seems so petite before him? Why Sidhara Patwari is so proudly in the department? Why Sidhara Patwari is so law violator that no one can control him? These are the some unnerving questions for the Revenue Department and senior officers like Deputy Commissioner Jammu, Divisional Commissioner Jammu, FCR J&K and Lt Governor and they must come forward and reply as people want answers for these questions.
‘Greenery’, ‘Forrest Land’ and ‘Wooded Waste’ have been kept under the provision of government as these are the essential for living creatures but one Sidhara Patwari did not like these lands kept under the provision for the living creatures. He created a gang of corrupt revenue officials including four patwaris and one Naib Tehsildar then came in action to destroy the Jhad in Bhalwal so he did. He along with other three Patwaris and one Naib Tehsildar has eaten up the entire land of Jhad as they can. He has amassed a huge wealth at the cost of state exchequer and remained instrumental in wreaking huge loss to state and ecology, which is most essential for living creatures.
Now the issue is this that why the administration has closed its eyes and turned deaf ear towards the crooked Sidhara Patwari and allowed him to do as he wanted to do. Sidhara Patwari is having connections with higher ups and he is using those connections in selling or transferring land of Gair Mumkin Jhad to the private persons against getting huge bribe.
It is pertinent to mention that Jammu Jottings having papers as evidence that Sidhara Patwari has made illegal and wrong insertions in the land records of Bhalwal that too under the well planned conspiracy to sell the Jammu & Kashmir immoveable property but who will bell the cat. The government has many provisions for the safety of state land and to act against those who are violating the revenue laws.
‘This is to reiterate that the office of Financial Commissioner Revenue J&K has issued a circular clearly explaining that the ownership rights over ‘Forest Lands (Gair Mumkin Jungle)’ and ‘Wooded Wastes (Gair Numkin Jaad)’ defined under Section 2(a) (v) of the Jammu & Kashmir Big Landed Estates Abolition Act Svy. 2007 stand extinguished under the Proviso to the Section 4 of the said Act. Such lands have escheated to the State under law and thus are State (Government) lands and no transfer, alienation or partition of such lands or of any rights therein can be done. The revenue officials/officers concerned are duty bound for effecting the entry of such escheated lands in favour of State in the relevant revenue records, if not done already, to prevent their illegal transfer, alienation of partition.’ This order is circulated by FCR circular No 03-FCR of 2019 dated 30-12-2019 to save the Jhad from Sidhara Patwari but could not get the land saved from his clutches.
Now, it is the responsibility and accountability of Deputy Commissioner Jammu to act strictly against such corrupt revenue officers who are running their own parallel administration and the officers including DC are seemed to be helpless. But one thing I will say here that whenever any courageous and honest officer has taken the charge then these people have to quit from the services and would leave the J&K. Now I feel that the time has come that a person known as Anshul Garg has taken the charge of DC jammu and he is not in mood to spare anybody. He will dig the things out from the seventh layer of earth.
